.NET (and JetBrains) recently added support for a new XML-based solution file format in the form of .slnx

Ideally, to keep up with current practices, the X10D repository should migrate to this. However doing so will inherently break CI/CD workflows as the dotnet CLI tool does not yet support it. For this reason, this issue is placed on the backburner with the "external" tag - as outside intervention is required before this issue can be resolved.

It may be worth adding the .slnx file to the repository, however it will functionally serve no use except for development clones with access to a supported IDE, as the dotnet workflow in the repository will still rely on the .sln file.

For updates on the progress of this issue, see dotnet/sdk#40913

This file does not remove the need to keep the .sln file as CI/CD still relies on the classic format for build
