The current behaviour does not support resources created in the root compartment, the root compartment is not returned by the data sources. Signed-off-by: Martin van der Boon <[email protected]>

The current behaviour does not support resources created in the root compartment as the root compartment is not returned by the data sources:
data.oci_identity_compartment.managed_keys
data.oci_identity_compartment.existing_keys
