UI: Split Properties window with a QSplitter #645

Changes the Properties UI to use a QSplitter instead of a fixed boundary. This keeps the workflow from the main OBS window.

Breaks the properties window on linux. Strangely popups out the content of the scrollable area in a separate window: http://imgur.com/x6hNlPe
