Fix syslog tls min version. Add test coverage for all TLS plugins. #393

fixed an issue where stanza fails to start because tls min version is surrounded in quotes
- type "string" is correct, on startup the value is parsed into a float32
added test cases for all plugins that use tls, to verify the tls min version (and other) parameter(s)
