[BUG]"edit panel" buttons on the bottom bar are unreachable

Clarification: When I say "edit panel" I mean nwg-panel Settings > any pencil button (edit panel) to avoid panel settings name confusion.

Describe the bug
If edit panel is displayed above another tile in hyprland, the buttons on the bottom bar is unreachable.

Only edit panel opened(normal behavior showing buttons): ¹

Edit panel sharing space with other tile (unexpected behavior):²

To Reproduce
Steps to reproduce the behavior:

1. Go to nwg-panel
2. Click on any pencil to open edit panel
3. Make sure there is another tile below edit panel
4. See edit panel buttons on the bottom bar bar are unreachable

Expected behavior
The edit panel's buttons on the bottom bar should be showing at the end of the tile and fixed on it when scrolling the mouse wheel as with nwg-panel Settings
