chore: remove docker CI flow (#4724)

## Problem\*

## Summary\*

This set of workflows aren't really usable currently due to lack of
caching. They're not being run on PRs so it's constantly breaking but
putting it on PRs would blow up our CI times.

We're likely to move instead to earthly (#4696) if we are moving to a
docker-based system so we should remove this.
