Add Doron Tsur as observer

I would like to participate in the module group meetings.
I'm interested in the ESM specification and the emerging import map standard.

Doron got in touch about collaborating on the modules implementation in Node.js, as they are interested in contributing to some future directions of this work. I suggested being an observer in meetings as a first step to get more context on where things are.
