[iojs-de] German translation of index and faq (partial)

The last section about open-source governance is a bit tricky to translate to
German without making it sound like an obvious 1:1 translation. I think a more
abstract explanation of the topic is needed instead of simply taking over the
original text word for word.

BTW: I also started to translate some files, but primary I started to focus on how to seperate or bundle the official site and german special stuff.
So the first what I did was to remove all the i18n content except for german and english:

I'm going to merge this. If people have improvements they can send them as another PR the way the chinese people are doing.

@fhemberger there are merge conflicts in this. Could you get those resolved before we pull it in?

@mikeal @therebelrobot Yeah, found the issue: In master the sentence Download for Linux, Win32, Win64, or Mac. was changed to Download for Linux, Win32, Win64, Mac or others.. I already considered this in my translation.

While fixing the conflict, git rebased all the other commits from master. Sorry for the mess!
I'm not sure how to resolve this properly (besides sending a new "clean" PR again).
