First pass on the strategic initiatives document - wanted to get something written down and ready to review 👍

@Bamieh I suppose the only concern with the TC-39 process would be that a CommComm initiative may never end as "Complete" - so far, programs have all been a long-term project that is ongoing.

I think we're early enough in this process (as a committee and as the greater project) that we're probably not necessarily sure what all the criteria for each stage would be - or even what each stage would be. I think once we have more understanding around how this works out for us, we may want to avoid putting explicit constraints on the progress of the initiatives.

I completely agree, this is why i thought stages are more dynamic since each stage definition could be changed without needing to move around headings and projects. But I can see your point of that it adds some unneeded complexity early on as well.

@bnb, @Bamieh my two cents on the process stages/status. Each project can have its own set of Stages (due to its size, needs, etc.), but the basic Status (todo, ongoing, complete) can be common to all of them. The latter is enough in order to give a quick overview about what is happening, to someone willing to contribute on some of the ongoing projects.

I see this document as a gateway, describing what's going on, leading to where each of the projects/initiatives are being "managed" (another repo, issue, public board on Trello, etc.)

@nodejs/community-committee I'd like to request that we get members' eyes on this - if anyone has objections to merging this PR, please let me know so we can get it updated and shipped. I'd really like to see us ship this, even if we're planning on tweaking and tuning it shortly.

This kind of documentation is extremely helpful for us in on-boarding new members and enabling us to do the work that we do. ❤️
