$TMP may not persist across different service scripts (preStart,
start, postStart...), so successive phases may not see the results
of previous phases. Specifically,
nixcloud.TLS-acmeSuppliedPreliminary--post-start was not seeing the
files created by nixcloud.TLS-acmeSuppliedPreliminary--start due to
the combination of PrivateTmp and PermissionsStartOnly.
$RUNTIME_DIRECTORY persists across the execution of a service, so it
better fits the purpose of passing files between service phases.
