Universal build fails with error: duplicate key found: '<ResolvedTarget: CommandLineTool>'

Adding .package(url: "https://github.com/nicklockwood/SwiftFormat", from: "0.53.4") as a dependency to my project results in swift build --arch x86_64 --arch arm64 failing:

❯ swift build --arch x86_64 --arch arm64
error: duplicate key found: '<ResolvedTarget: CommandLineTool>'
