Update vagrant to latest 24.04 ubuntu #2707

I tried to set up vagrant and found out that it was very outdated.
Here is a quick patch with updated hopefully clearer instructions for loca dev setups.

  1. Update vagrant/install.sh:
    Removed unecessary code which made the vagrant init script not work.
  2. Update vagrant/README.md:
    Now includes more detailed setup instructions, as nextcloud requires nested virtualization.
  3. Update vagrant/Vagrantfile
    Add support for nextcloud current release.
