Update wp-coding-standards/wpcs to 3.1 from 3.0.1.

This commit incorporates the newer versions of existing PHP CodeSniffer dependencies and introduces "wp-coding-standards/wpcs" as a new dependency. Additionally, the composer.json file has been slightly reorganized for better readability while ensuring code maintains up-to-date standards, improvements and fixes.
