8T batching and compression: Port our standalone gist based changes to the 8T gem, and apply new defaults #1727

We should take what we've learned and replicated with our standalone gist, and update the newrelic-infinite_tracing gem accordingly to leverage batching and compression both. NOTE that now that we have a way forward, we have also agreed to enable both batching and compression by default, so the relevant config options should be updated accordingly and made public.

This work - as outlined in the internal SWAG doc - has now been completed and slated for release via #1723
