Follow-up to #1137 and #198

I would like to be able to search for devices which are not associated to a rack, by having a "None" option in the Rack selection box on the right-hand side of /dcim/devices/.

The same facility already exists for Tenant and Platform.

Workaround: manually add &rack_id=0 to the query URL
