Update tooltip positioning to not interfere shape reading and also adjust tooltip content to not be interfered from mouse cursor. Types affected are: Pie, Gauge, Donut, Radar and Treemap. Ref naver#3575

Widget part tooltips are hovered by mouse cursors, making tooltips not readable enough
Steps to check or reproduce
Expected: tooltip is fully visible
Actual: mouse cursor hovers some part of tooltip, hiding tooltip content
