Toggle between scales

If I search for a country like Colombia and then I search for a sub region in Colombia, selecting back to the national scale should still show Colombia highlighted and vice versa. Same for local scale too.

One entering a new search and hitting enter, that should fly me to the new location.

From Lisa: Add ability to switch between "scale of focus" (e.g., if already zoomed in and displaying hydrosheds for a custom AOI, allow user to toggle between that and the scaling at higher levels)

I think these are the same issue. Work with @lmandle to make sure we have the same understanding.
