These are the changes that I made a while ago to get the code to run on julia 1.0+ and added in the biparitite matching code with parameters for scaling and solving tolerances. Let me know if you see anything that I can clean up, it would be great to get a second pair of eyes on the code since it's been a while since I made these changes.
