Is your feature request related to a problem? Please describe.
Sample App currently writes to the syslog for all failures during initialization - EVS events are more in line with cFS norms, and may provide better information in terms of diagnostics/telemetry if errors do occur.

Describe the solution you'd like
Convert syslog writes in error paths during initialization to events (after registration with EVS).

Describe alternatives you've considered
Leave as is.
