  1. feat(iroh): make out argument required for iroh get 

    When using `iroh get` always require `--out` to specify the place to store the output.

```sh
# stdout
> iroh get --ticket <TICKET> --out STDOUT
# directory
> iroh get --ticket <TICKET> --out ./my-dir
```
