The original proposal is in flux, other possibilities to solve the uses cases that tagged pointers try to solve are emerging, hence I'm closing this PR. Feel free to re-open if you disagree. |

Creating a PR to surface this work for discussion in ipfs/specs#305. This is a tentative proof-of-concept, and will likely require many changes based on the resolution of the IPIP
