Most of the GDAL based python scripts uses anaconda / "miniconda", you have to create the environment first with GDAL installed. Here is how
To create an environment, change python version if you like but for me GDAL worked on python 3.6 so kept that, later releases of GDAL works with python > 3.10
change package version like so gdal=3.0.2
conda create -n environmentname python=3.6 gdal
conda activate environmentname
pip install pyproj
Change username and environmentname after importing os module if you are using the GDAL scripts with conda environment
os.environ['PROJ_LIB'] = 'C:\Users\username\.conda\envs\environmentname\Library\share\proj'
os.environ['GDAL_DATA'] = 'C:\Users\username\.conda\envs\environmentname\Library\share'
To delete an environment
conda remove -n environmentname --all
conda clean --tarballs --packages
