refactor: Extract acceptance test into separate workflow to handle configuration of env variables

Includes a new separate workflow which receives all configurable env variables as inputs. This removes duplicate logic of handling different atlas cloud env inputs (qa or dev) when setting each environment variable.

This does does however bring more indirection into which environment variables/secrets are being used in each test group.
