The list of special characters is !$&*@#`'". These chars can have an impact on the curl call

Description
This PR fixes the "Create JIRA ticket" Action bug in this comment. The issue was related to special characters in the GitHub Issue title.
I tested my changes in a personal repo where I created a GitHub Issue with the same title. See #27
