Users are reporting a regression compared to the old tab behavior where if you already have a certain namespace open in a tab, trying to open the same namespace when active tab is for a different namespace will just move tab active state to the existing tab instead of opening it in the currently active tab. This patch fixes the issue and adds a test to make sure we don't break this unintentionally.
