Why

issue参照

backend側で強制にしていない理由は Sensitive Channel の note だからといってGTLに投げてはいけないnoteだけとは限らないと思うため、by defaultにしています

Changelogの場所をGeneralのSensitive指定にくっつけるかClientにするか悩んでClientにしましたがどっちの方がいいですかね
