This is a continuation of #56

  • Updates the upstream ESP-IDF version to 5.3
  • Updates all python packages to their latest version
  • Adds a new python component "esp-idf-nvs-partition-gen"

I've tested this on x86_64-linux with a few examples

Awesome, thank you! nix flake check passes and I can build and run one of my projects. I will remove the version hackery from #56 after I merge.
