Added --platform flag to enable M* machines to build images. Also added descriptions to Makefile to increase visability. ND-168
as the build command doesn't work locally. Pattern copied from https://github.com/ministryofjustice/staff-device-dns-server/blob/36b7cfbc95cbd514ca3580cabea206b1382f2489/buildspec.yml#L15
