previously we were publishing the data_platform_catalogue library to PyPI. However, we haven't updated the version for a long time, and we're no longer using this package from other projects.

previously we were publishing the data_platform_catalogue library to PyPI. However, we haven't updated the version for a long time, and we're no longer importing this package from other projects, so we don't need to publish it.
Instead, we'll use github releases to publish the project as a whole.
