In order to match the Timestamp CSV export that lossless-cut already supports, I'd like to propose extending the csv import functionality to also support Timestamp CSV imports.
For convenience, the implementation proposed here allows for any combination of time in seconds and timestamps to be passed into the time based csv import.
Please let me know if there's anything I can do to improve this pull request.
