Testing #93771 on Windows

  1. Move Open Editors below File Explorer on instance A
  2. Move to instance B, wait for sync.

🐛 Open Editors does not move down.

If you Reload, then the view is moved down.

State is getting synced but UI is not getting updated. This happens across windows of same VS Code instance.
