7996: Always on Top setting does not persist #8125

…ow + initialize TerminalPage with configured value
This approach introduces an additional method to the AppLogic. I have another PR in my repository, where I don't introduce a new method but rather change the behavior of the existing one to fallback to the default setting if the root page is not initialized yet. I didn't push this change here, since I liked the explicit one more 😄. |

Welp. Yep. I don't know why it ever seemed like this worked before, thanks for taking care of this.

However at this stage neither AppLogic nor TerminalPage are initialized, and thus the return value is always false. This PR introduces a "GetInitialAlwaysOnTop" method to AppLogic that returns a value that is configured in the settings. In addition, the TerminalPage creation was fixed to read the configuration value upon creation (and not just after settings reload). <!-- Describe how you validated the behavior.
