Add local e2e test gate

Description

Mark e2e tests, which can be ran without azure infrastructure local and create a gate, which ensures that the azure packages are not installed. See work item 3336565.
Note: Checked that we have 54 e2e tests, 20 are azure and 34 local (the number matches with the one before split).
