Update test code from .net core 2.1 to 3.1 #6486

.net core 2.1 hit end of life this year so we need to stop using it.
This PR updates the test code to .net core 3.1.

We should update to .net 5/6, but that is a bit more involved some there are changes between 3 and 5. Updating to 3.1 is a simple change, but it is only a short-term thing since 3.1 hits end of life in Dec 2022. Updating to .net 6 is tracked by #6486.
