Regressed in WinUI 2.8. Didn't repro in 2.7

Simplest repro is the WinUI controls gallery:
size-to-content-mux

We're ingesting this in Terminal and this hits for anyone using "tabWidthMode": "titleLength"

FYI: This happens when the title changes during runtime, like when a document-based tabbed application changes the document name. It is not exclusive to changing the mode. It is just easiest to reproduce when you change the mode.

(Pretty sure this was fixed in 2.8.4, in #8430)

Does not repro in WinUI3 Gallery (and WinUI2 Gallery). Resolving fixed.
