Steps to reproduce the bug

If you dock PI to the target app when the target app's main window is partly or completely obscured, we should probably bring the target app to the foreground. See screenshot for current behavior.

Also, having docked PI, if you then bring a different app to the foreground, PI remains in the foreground but the docked target app doesn't.
