bump: Update ESLint packages and migrate to eslint.config.cjs files #4776

Description

This PR updates the ESLint packages and applies the respective changes to use eslint.config.cjs files. It also includes the only-warn property to avoid errors with the lint pipeline while the appropriate changes are applied to each library according to the new rules of the latest version of ESLint.

Specific Changes

  • Updated ESLint packages to the latest version.
  • Updated prettier package to the latest version.
  • Removed .eslintrc.json files and added eslint.config.cjs to work with newer versions of ESLint.
  • Added only-warn property to the main config file.

Testing

The following image shows the warnings thrown by the ESLint scanner.
