Update ProdScan and WiaDriver samples #824

Updates to ProdScan sample:

Converts from a set INF to an INX that is stamped with the correct architecture for what is being built.
Adds pnplockdown flag.
Updates driver to run out of the driver store.

Updates to WiaDriver sample:

Converts from a set INF to an INX that is stamped with the correct architecture for what is being built.
Adds pnplockdown flag.
Updates driver to run out of the driver store.

Updates copywia.cmd to use the new paths for the INF files.


          Update ProdScan and WiaDriver samples to target a single architecture.
