PROPOSAL Add support for emitDecoratorMetadata for ES decorators

Fixes #57533 and #55788

Note that currently #57533 is labelled "Needs Proposal". I'm not certain what constitutes a proposal in this context, so I have raised this draft PR as a proposal of sorts and, additionally, to serve as a proof of concept for the implementation.
