In stalled the new version of power toys and when I press the windows key to display shortvuts, noting happens

Experienced the same, Shortcut Guide refused to respond to the Win key. Restarted as admin, and Shortcut Guide started working. Then restarted as regular user again, and it seems to continue being functional.

Microsoft Windows [Version 10.0.19041.264]
PowerToys v0.18.0

I had the same problem, and I (apparently) found a solution.
I use Kaspersky antivirus. So I changed the Application Manager to not monitor the Powertoys app.
Check if your antivirus is somehow blocking the software.
