Make sure all SDKs using core clients are on 3.0.0, or if we need to do this before, then export core clients for both v2 and v3.

Not going to worry about this until Azure SDK team moves storage SDKs off of core-http

Ignore earlier title of Move SDK helpers to target core-http 3.0.0. Storage SDKs are finally being moved to core-rest-pipeline. Once all are moved and published we need to:

  1. Update to new versions
  2. Move to use the storage helper client that is based off of core rest helper client
