Update Azure Services Retirement.workbook (#2882)

1, Added new 11 and 13 under All Service and Impacted Services respectively.
2. Removed map from Impacted Services tab
3. All views have 100% width which varies as per page
4, Updated column width in each tab to adjust accordingly
