[Samples][InputValidation] Inputs.json should be updated to not use placeholders as labels #4390

Details

Current guidance from the Accessibility team is that using placeholders as labels is not a best practice. Additionally, per #4356, our required input indicators will not show up on inputs that don't have labels. In order to set a good example for our card authors, our Inputs.json sample should be updated to not use placeholders as labels.
