Problem With Default User Guide

Issue description

When I visit https://docs.micronaut.io/latest/guide/ today, "SNAPSHOT" is selected by default in the dropdown, and there are no version numbers in the dropdown, only "SNAPSHOT" and "LATEST"

FYI... I don't think the 4.3.0 release is complete. That may be related to the problem with the docs, but the absence of the BOM doesn't surprise me at this point like it would after the release is complete. The behavior of the doc page does.

We will be releasing 4.3.0 platform later this week or early next week. We still need to do some releases of modules plus testing.

The behavior has returned. The regression back to this behavior may have been identified as being caused by the patch release process.

I just noticed https://github.com/micronaut-projects/micronaut-core/wiki/Utilities-and-Scripts:

With Micronaut 4.0.0 we had a bug in micronaut-build that caused the versions select dropdown to only contain LATEST and SNAPSHOT.

This was fixed in version 6.5.5 of the build plugins.

The system still seems to be broken after recent releases. Selecting "SNAPSHOT" does not navigate to the snapshot docs but instead appears to lead to the LATEST docs.
