Encode ISO Rice edition 3 in French

Note:

• I added Annex E - Extraneous information (which is not included in the original document) in French version of the document, following the example of the English one.
• body-fr.adoc has the same structure as the one from 2016 for easier comparison. Once this PR is approved, I can update it to use files from /sections-fr directory.

In case further changes are needed, please let me know.
