This PR adds support for Debian 11, both as the panel host and wings daemon. It also moves the CI from Github Actions to Podman+CircleCI, as with all my other collections, to improve preformance and reliability, as discussed here: maxhoesel-ansible/ansible-collection-smallstep#230
