validate_event_for_room_version and check_auth_rules_for_event both take a dedicated room_version parameter, which is redundant because it is the same as event.room_version.

Apart from simplifying the interface, this also means we can get rid of a few store.get_room_version calls.

The parameter was added in #4482 (though the code has evolved a lot since then), but it's been redundant since #6875 gave events their own room version property.

Should be reviewable commit-by-commit.

I'm guessing something else earlier will reject the event when we attempt to create it? (So this code essentially is dead code.)

In practice, when we run the auth rules, all of the events have the right room
version. Let's stop building Room V1 events for these tests and use the right
version.
Instead, use the `room_version` property of the event we're validating.

The `room_version` was originally added as a parameter somewhere around #4482,
but really it's been redundant since #6875 added a `room_version` field to `EventBase`.
