Fixes element-hq/element-web#13236
Requires element-hq/element-web#13674
Tips from https://css-tricks.com/html5-progress-element/

Now will both render consistently across supported browsers and consistently within the app.
Will also be coloured depending on progress/strength.

The direction changed to instead make the entire Passphrase field more generic and thus match the two to look and behave like the Login one.
