Refactor MatrixTools to Rooms #447

Since everything in that file was related to Rooms, give it a more helpful name. Tidies it up a bit before I add more things into it to do DM rooms.

Since all the functions therein are to do with rooms, so this name is probably more helpful

or remove where they were unused
