This supersedes #1683 as we decided a higher complexity value but keeping it enabled would be better.
Increasing to 25 gives the best balance with the code that we already have, leaving us with only two
nolint:gocyclodirectives (one in the federation sender and one on the roomserver input path, which I suppose we expect).
